State Requirements for Language Access
Education Code Section 48985.
This law basically says that public schools in California with many students (15% or more) speaking the same language other than English must communicate with those students' parents in two languages. Schools must send notices, reports, and other important documents in both English and the students' primary language. Parents can also respond to the school in either language.
